SpartanCoin XMPP Server run on FreeBSD Prosody Server Software. XMPP is server-to-server and client-to-server distributed talk, so it is decentralized on server side, but not peer-to-peer, however it is possible to implement some peer-to-peer communication among XMPP clients.  You don't need to have an account on SpartanCoin XMPP server to link SpartanCoin XMPP. You can register on any XMPP Server to gain an account to join SpartanCoin XMPP, which is encouraged to do. Actually SpartanCoin XMPP is not open to public register now, that it is for SpartanCoin social only currently.
